Annual Awards in the categories of Project of the Year, National Public Works Week and Top Leader. LAKEWOOD (Oct 28, 2010). On Thursday, October 28, 2010, the luncheon program at the Southern California Chapter of APWA included a highly informative presentation on the facts and possible effects of the propositions. Attached is a copy of the powerpoint presentation from Mr. Richard Markuson, of Pacific Advocacy Group, a lobbying firm that represents the public works and construction industries. He noted that there are 5 propositions that will have a direct effect on state and local budgets.
Prop 19 - the initiative to legalize MJ is a matter of choice, although opposed by most law enforcement agencies.
Prop 20 - includes redistricting of Congressional seats under the jurisdiction of the independent committee established previously under Prop 11
Prop 21 - establishes an $18 per vehicle VLF to fund state parks, allows free entrance for California registered vehicles, and estimates generating $500M per year
Prop 22 - protects local government funding from state raids - sponsored by the League of California Cities and supported by the APWA SoCal Chapter.
Prop 23 - Suspends AB 32 - Global Warming regulations until unemployment improves
Prop 24 - eliminates business tax breaks - very complex - could jurt business recovery and growth
Prop 25 - Reduces the requirements to pass a state budget from 2/3 vote supermajority to a simple majority. May or may not encourage timely passage of a state budget.
Prop 26 - Requires a supermajority vote for establishment or increase of certain state and local fees and taxes. Reclassifies certain fees as taxes. Will make establishment of fees very difficult.
Prop 27 - The opposite of Prop 20 - Kills the independent redistricting commission altogether.

Just click on one of the sets, and you will see all the photos in thumbnail size. You can view a slide show by clicking on the little grey image “slide show” in the upper right side of the screen just below the word Search in blue. The screen will go black, with a film strip at the bottom. Each photo will be displayed for a few seconds, and you can speed up or slow down the timing by clicking the word Options at the upper right of the black part of the screen. If you click on the picture while it is playing, the file name of the photo will be displayed. To get back to the thumbnail version of the photos, you can click on the upper left side of the black screen where it says Back.
On the thumbnail page, one large photo is displayed – starting with the first thumbnail. Click on any thumbnail to see that photo in a larger format. If you right click on a larger sized image, you can either copy it or save it as a file to your computer – and the image is yours. The photos were uploaded in high resolution. If you are a Pro-member of Flickr, you can download the full sized version of the photo which would be suitable for enlargement and printing. If you are not a Pro-member, email me at lrapp@lakewoodcity.org (be sure to include the file number) and I will email you the photo you would like to have in large format.

LAKEWOOD (December 3, 2009) – The Southern California Chapter of the American Public Works Association (APWA) will recognize 25 public works projects and three top public works leaders at its 10th Annual Awards Luncheon on Thursday, December 10, 2009, announced Chapter President Lisa A. Rapp, City of Lakewood, Public Works Director.
Ceremonies will take place from 11:15 a.m. to 1:45 p.m. at The Centre at Sycamore Plaza, Lakewood Civic Center, 5000 Clark Avenue, Lakewood. Registration and Awards Gallery opens at 11:15 a.m. Lunch will begin promptly at Noon. Awards presentations begin immediately following the luncheon. “We will honor our top leaders specifically for their roles in supporting our vital infrastructure and public works systems throughout Southern California,” said Rapp. “We recognize selected top projects as outstanding achievements in public works in this region.”

The Engineering & Technology Committee of APWA is now offering a special opportunity for members to participate in developing a ground-breaking national project.In collaboration with the American Council of Engineering Companies, APWA seeks interested and qualified public works professionals to assist in the formation and design of a "green scorecard" manual for public works projects.The purpose of the manual is to help project managers evaluate sustainability initiatives related to the consultant work process in general, project design and specifications for projects
Selected participants will work on a specialized subcommittee which will focus first on transportation. It is anticipated that the project will require approximately six one hour conference calls over the course of a year.Individual research may involve an additional 40 hours over the study period.
